You will need to generate enough power for the whole city, but beware of the danger-meter on the bottom left of your screen. This meter will fill up if your carbon emission and absorption are not balanced. Trees will absorb carbon-dioxide an and coal plants emit it, however creating a balance between them can be quite hard so try to use cleaner methods for generating power. Try to grow your city as big as possible while having a minimal impact on the environment around you and your city.
